Quotes << >>/«» in LaTex

1. Use package fontec: \usepackage[T1]{fontenc}
2. Use \guillemotleft (for "<<") and \guillemotright (for ">>")
3. Add '\' in the end of \guillemotright as \guillemotright\ to avoid narrow space
